About Us

The Emergency Service Communications Bureau is an agency within the Public Utilities Commission. The Bureau, with input from the Enhanced 9-1-1 Council, oversees the implementation and operation of the statewide Enhanced 9-1-1 system.

Maria Jacques, ENP, Director

Maria Jacques was appointed Director in October 2008. She was formally the E9-1-1 Database Manager and brings over 12 years experience with 9-1-1 and over 20 in public safety to the Bureau. She is active in NENA and currently is the Northeast Region Representative to the NENA Institute Board.

She received her national certification as an Emergency Number Professional in June 2002.

 

 

Robert Gasper, ENP, Project Manager

Bob Gasper joined the Bureau in 2000 as the Technical Support Manager. He is the primary contact for all issues relating to Public Safety Answering Point (PSAP) issues and ongoing technical support. He received his national certification as an Emergency Number Professional in April 2006.

Bob brings 25 years of experience from Central Maine Power where he managed the purchase of power from independent producers, and was involved in the company's restructuring efforts.

Stephen BunkerStephan Bunker, Operations Manager

Steve Bunker is responsible for training and certifying almost 700 9-1-1 call-takers in the operation of the new communication equipment and system technology. Steve will also oversee quality assurance standards at the 48 PSAPs.

A seasoned public safety veteran, Steve has more than 30 years experience working in law enforcement, fire fighting, EMS and dispatching. He is an active member of APCO and NENA.

Robin DaytonRobin Dayton, E9-1-1 Database Assistant

Robin joined the Bureau in 2008. Robin helps research and resolve addressing questions, maintains the Addressing Officer database, and coordinates the community outreach program. Robin also provides project support for the Bureau as needed.
