The Emergency Service Communications Bureau is an agency within the Public Utilities Commission. The Bureau, with input from the Enhanced 9-1-1 Council, oversees the implementation and operation of the statewide Enhanced 9-1-1 system.

Maria Jacques, ENP, Director

Maria Jacques was appointed Director in October 2008. She was formerly the E9-1-1 Database Manager and brings over 15 years experience with 9-1-1 and over 24 in public safety to the Bureau. She is active in NENA and currently is the Secretary to the NENA Institute Board.

She received her national certification as an Emergency Number Professional in June 2002.

 

 

Robert Gasper, ENP, Project Manager

Bob Gasper joined the Bureau in 2000 as the Technical Support Manager. He is the primary contact for all issues relating to Public Safety Answering Point (PSAP) issues and ongoing technical support. He received his national certification as an Emergency Number Professional in April 2006.

Bob brings 25 years of experience from Central Maine Power where he managed the purchase of power from independent producers, and was involved in the company's restructuring efforts.

 

 

 

David CulpDavid Culp, Operations Manager

David Culp joined the Bureau in 2012 as the Operations Manager. He is the primary point of contact for all issues relating to E9-1-1 dispatcher and quality assurance training.


Dave brings 20 years of leadership experience from the US Navy where he served as an instructor, a training officer, and human resource manager. 

 

 

 

 

Jeannie LockeJeannie Locke, E9-1-1 Database Manager

Jeannie Locke joined the Bureau in 2012 as the E9-1-1 Database Manager. She has over 30 years of computer experience in the areas of mainframe operations, various operating platforms, and numerous software suites and applications.

Her expertise includes 10 years as the Database Administrator for the Dept. of Environmental Protection. Early in her career, Jeannie was a long-distance telephone operator in Maine and New York, so she brings with her a working knowledge of telephony as well.
